SIDEWALK AS CATWALK: It took some wrangling with city officials, but “Project Runway” got the green light to stage the first fashion show in Times Square Friday night. Host Heidi Klum, mentor Tim Gunn and judges Michael Kors and Nina Garcia will be sizing up designs from 16 budding designers. The runway show will be held on the northern triangle, which borders Broadway and Seventh Avenue between 46th and 47th Streets. Fans in the crowd may wind up in the season’s premiere of the Lifetime show. The event celebrates the program’s tenth season.
