STYMIED PORTS PLAN: The ports of Los Angeles and Long Beach agreed to a one-year, $18.5-million program that encourages ship operators to switch to cleaner fuel when they are 20 to 40 miles from docking. But environmental efforts hit a snag last week. Both had approved an eventual ban of some 16,800 big rigs that don't meet 2007 federal emission rules, along with a $35 fee for each loaded 20-foot equivalent container unit to generate $1.6 billion to help replace and retrofit trucks. However, Long Beach wants to allow access to port employees as well as truckers who are independent owner-operators. Los Angeles favors permitting only employees. Trucking and shipping interests have supported the Long Beach system, while environmental and labor interests back Los Angeles' approach. Each side has threatened lawsuits if the other moves forward. — Rachel Brown
